Custom HR Software Development: Case Studies Compared

Every HR software vendor says it builds "scalable, secure, user-friendly" platforms. That doesn't tell you much. What tells you more is what a company has actually shipped, who uses it, and what changed after launch.

So this article skips the service pages and looks at real projects. We picked five companies that build or implement HR platforms and looked at their published case studies. Here's what we checked for:

  • HR, workforce, or recruitment work in the published portfolio

  • At least one detailed case study with a named client or a clearly described product

  • Clear info on what the team built, not just "we helped"

  • Some kind of outcome, like funding, adoption, or a measured result

The list isn't a ranking. These companies differ a lot in size and focus, from custom product builds to SAP-based HR rollouts. And that's the point. The right partner depends on what you're building.

Comparison of the Best HR Platform Development Companies

The top software development companies specializing in HR platform development include IT Craft, Selleo, Neoteric, EPI-USE, and Pragmatic Coders. Here is a comparison of them:

IT Craft

IT Craft has been building custom software for more than 20 years, with a team of 330+ specialists. The company also provides custom development solutions for HR management platforms. Most of its HR work is in healthcare workforce management. The team builds AI features into HR products, like staffing forecasts, predictive scheduling, and shift recommendation engines, and develops enterprise .NET back ends in C# and ASP.NET alongside Node.js and Python. It also covers microservices migration, HRIS, VMS, and EMR integrations, DevOps, secure handling of employee data, and long-term support.

Case study: Workforce AI, from nurse staffing marketplace to AI-powered enterprise workforce platform. Aya Healthcare, the largest healthcare staffing company in the US, came to IT Craft to grow Workforce AI, a platform that connects clinics and hospitals with nursing professionals, from an unfinished on-demand marketplace with a legacy setup into an enterprise workforce tool. IT Craft finished the product, split the monolith into microservices, added CI/CD, grew the team from of specialists, and built on React, Node.js, NestJS, .NET (C#, ASP.NET), Python, Kubernetes and AWS. The platform now uses AI to forecast staffing needs up to 12 months ahead, builds schedules and resolves conflicts with an AI recommendation engine, and integrates with HRIS, VMS and EMR systems. Workforce AI is now a core product in Aya Healthcare's enterprise offering, used by hospital administrators across the US.

Selleo

Selleo is a Poland-based software house with a dedicated HR/HCM section in its portfolio, covering recruitment software, assessment tools, and performance management. Its strong points are back-end development for SaaS products, HR and recruitment experience, and agile, iterative delivery.

Metreno. Metreno AS is an HR and communication consultancy in Trondheim, Norway, that has run tests for clients since 2005. It wanted a cloud platform for HR tests and surveys, with strict security and usability requirements and solid reporting. Metreno's team built the front end, and Selleo built and launched the back end, module by module: user and company management, subscriptions and payments, invoicing, PDF reports and charts, survey management, email templates, translations, and import and export.

So here's how it works. An HR rep adds candidates to a test, sends it by email, sees results in real time, and gets a PDF report. Consultancies can also sell their own tests through a built-in webshop. The platform serves Adecco, Statoil Fuel & Retail, and Hogrefe, plus recruitment agencies, career centers, schools, and municipalities. Selleo hasn't published the tech stack or usage numbers for this case.

Neoteric

Neoteric is a software company based in Gdansk, Poland, working on product design, web development, and, more and more, AI. It's known for fast prototype and MVP delivery.

Skillhunt. Hiring good developers is hard, and Skillhunt wanted to make it easier with referrals. Neoteric built a recruitment platform where users recommend jobs to friends, and if the friend gets hired, the person who referred them gets paid. A team of two developers built a working prototype in eight weeks using AngularJS and Java, and the MVP was tested with real users before the full build.

Skillhunt then raised €250,000 in seed funding and grew into a recruitment app used across Europe, the UK, and Silicon Valley, with customers like Amazon, Travactory, and LunchBadger. Keep in mind this case dates back to 2018, so the stack is older than what you'd pick today.

EPI-USE

EPI-USE is part of groupelephant.com, which employs more than 3,000 people in 33 countries. It calls itself the world's largest independent SAP HR/Payroll specialist and has 42+ years in HR and payroll. It's a different kind of partner from the others here: instead of building HR software from scratch, it implements SAP SuccessFactors and adds its own tools on top, often for large multinational rollouts.

Veolia ANZ. Veolia is an environmental services company with 179,000 employees worldwide. Its Australia and New Zealand business had scattered systems and datasets, manual paper-based processes, frequent data errors, and little visibility across locations. EPI-USE rolled out SAP SuccessFactors as a single source of truth, used SAP Business Technology Platform for integrations, and used its own Data Orchestration tool to automate data validation and migration.

More than 100 enterprise bargaining agreements were migrated. Data migration time dropped by 70%, and data errors at go-live fell by 90%. If your company already runs on SAP, this kind of partner may fit better than a fully custom build.

Pragmatic Coders

Pragmatic Coders is based in Kraków, Poland. Since 2014, it has built 150+ products with a team of 100+ people, mostly in FinTech, HealthTech, and AI automation. It pairs product management with engineering and also takes over legacy codebases.

AI recruitment assistant. This one is an internal project, built for the company's own HR and delivery teams. Screening software developers by hand takes time, and different recruiters judge candidates differently. The tool pulls candidate data from the LinkedIn and GitHub APIs, turns it into a structured profile, runs natural language processing on repositories and project descriptions, and scores skills, experience, and projects from 0 to 100. Then it writes a report with strengths, weaknesses, possible red flags, and topics to dig into during the interview.

It's connected to Recruitee, so every new application triggers an evaluation on its own. The hardest part was getting the AI to match what recruiters actually care about, and the team fixed that by fine-tuning the models on recruiter feedback. The result is faster, more consistent first-round screening, but since it's an internal tool, no time savings or hiring figures have been published.

How to Choose an HR Software Development Partner

Case studies help, but only if you read them with your own project in mind. Here's what to check:

  • Match the case to your product. Building staff scheduling? Look for scheduling work. Building an applicant tracking system? Look for recruitment projects. Already on SAP? A SuccessFactors partner may make more sense than a custom build.

  • Ask about integrations. HR software rarely works alone. It has to talk to payroll, HRIS, ATS, and sometimes EMR or vendor management systems. Ask which systems the team has connected before and what went wrong.

  • Ask how they protect employee data. HR platforms store salaries, ID documents, performance reviews, and sometimes health records. Ask about access control, encryption, and the rules that apply to you, like GDPR or HIPAA.

  • Look at how AI is used, not just whether it's there. "AI-powered" means very little on its own. Ask what the model predicts, what data it uses, and how its output gets checked. Forecasting staffing from census data, or tuning a screening model on recruiter feedback, are good examples of AI with a clear job.

  • Check whether they stay after launch. HR products keep changing as companies grow, merge, or switch systems. That's where IT Craft, one of the top custom HR software development companies, stands out: it has stayed with the Flexwise and Workforce AI platform for about eight years, through an MVP, an acquisition, and a move to an enterprise .NET stack.

  • Talk to references. A short call with a past client tells you more than any case study page.
