The contract marks a change in direction for LBBD, which has outsourced individual recruitment projects to Penna in the past, towards an integrated strategic campaign designed to attract and retain qualified and experienced social workers. The campaign aims to reduce LBBD’s reliance on agency staff and establish a permanent workforce.
Julie Towers, Managing Director, Penna Recruitment Services, said: “We are seeing more local authorities choosing to outsource the whole recruitment cycle in order to establish and embed high quality employer value propositions in the process; and we know that this approach works well in scarce talent and high demand professions, having already achieved improvements for other councils including Sandwell and Doncaster”.
A blend of online situational and interactive developmental assessments will be used as part of the campaign to determine the suitability of candidates and provide development profiles to help LBBD identify current competence and future potential. The campaign has kicked off with a pilot attraction programme which can be viewed at: http://www.readyforthechallenge.co.uk.
Penna hosted a national debate on The Social Care Talent Crisis in October 2015 to discuss the broader challenges that organisations like LBBD are facing in recruiting a sustainable workforce in this industry. It brought together key stakeholders to raise awareness of this important issue including Lord Bob Kerslake, Chair of King’s Hospital; Tony Hunter, Chief Executive of CSCi and David Behan, Chief Executive, Care Quality Commission.
