Mark Bull, CEO of Randstad UK & Middle East to speak at Apprenticeship Levy and Public Sector IR35 conference 9th February 2017, London

2017 sees the introduction of some of the most radical changes to affect the recruitment and contracting sector in recent years.

As a result, the Association of Recruitment Consultancies (ARC), the professional trade association representing recruitment consultancies across all sectors, is hosting a full day conference in London on 9th February, bringing together keynote speakers, including Mark Bull, CEO of Randstad UK, one of the country’s leading specialist recruitment consultancies.

Commenting on Mark’s confirmation as a keynote speaker, Adrian Marlowe, Chairman of ARC said “There is no doubt that the apprenticeship levy will have an impact on the recruitment supply sector and as a trade association representing the sector, we are campaigning for the government to review the way the levy is applied. I am therefore delighted that Mark Bull, CEO of one of the UK’s leading specialist recruitment consultancies, will be speaking at our conference to add his voice to the concerns we’ve been highlighting in recent months.”

Mark Bull, CEO Randstad UK & Middle East, "The proposed apprenticeship levy scheme has honourable intentions to enhance and improve the training and learning of UK Plc's workforce, which Randstad applauds, but its unintended consequences cannot be ignored by the recruitment industry. The legislation seems to unjustly and disproportionately impact upon large scale recruitment organisations misunderstanding the true nature of the triangular relationship between an employer, an employee and a recruiter.”

The conference will also include a seminar by our legal partners Lawspeed on the new Public Sector IR35 rules, exploring how the new rules and the proposed HMRC online tool will work, as well as the options available and handling risk.

Keynote speakers

In addition to Mark Bull, other speakers include:

  • Neil Withey, Training & Development Divisional Director from the manufacturers’ organisation EEF
  • John Deaville, Development Director at Key Training
  • Theresa Mimnagh, Associate Director at Lawspeed
  • Ben Grover, Senior Legal Consultant, Lawspeed
  • Adrian Marlowe, Chairman of ARC
