How will extending IR35 to the private sector affect the industry? Recruiters to have their say

The government launched its consultation on extending off-payroll public sector tax rules (IR35) to the private sector last month.

How the proposed changes may affect recruitment businesses will be the main focus of discussion at ARC's networking meeting being held at 3pm on Wednesday 11th July at the CBI headquarters in London. 

There is no doubt that the extension of the public sector rules to the private sector would be highly testing. There is significant evidence that the public sector rules and the means of deploying them by way of an online tool (CEST) are unsatisfactory. ARC challenged various aspects of the public sector rules last year, and there is an argument for saying that both the rules and the means of deployment are incompatible with historical business tax law.

In addition to the IR35 discussion, led by ARC chairman Adrian Marlowe, the meeting will also include presentations by:
